My photos don't show up in my iCloud, I'm upgrading my phone and the only thing in my icloud are my contacts. Help!

When I log into my iCloud, all that is there are my contact. There isn't even an icon for my photos. I have backed up to my iCloud, my photo stream and iCloud photo sharing are both on. I am upgrading from a 4 to a 5s soon and I don't want to lose my photos, videos, apps, etc. What am i doing wrong?

iPhone 4, iOS 6.1.3

If you are looking for them on icloud.com, they won't appear there. If the photos are in the my photo stream album on your phone, they have been successfully added to your photo stream.

However, photo stream photos only remain in iCloud for 30 days so don't rely on photo stream to transfer your photos to your new phone. Instead, save them to your camera roll (unless already there), then back up your phone and they will be included in the backup. When setting up your new phone, restore the backup of your old phone to your new phone to transfer your photos, along with text messages, ringtones, app data, settings, apps and other purchased media, etc.

You should aslo import your photos to your computer for safekeeping as explained here: http://support.apple.com/kb/HT4083.
