I bought iTunes Match last week. Is there a way I can download songs in the cloud without it affecting my monthly 3G phone usage?

You can if you dowload your music when connected to wifi. You can also restrict it to only use wifi by going to Settings>iTunes & App Store and turning off Use Cellular Data at the bottom. After doing this, you would only be able to access your music when connected to wifi.
