if you pre order something do you have to pay for it when you press pre order or when its available because I am looking at my downloads at nothing is coming up what do I do

You are not charged until the item is released. Have you received notice that the item you pre-ordered is now available?
Yes I did get the email and when I downloaded it it said that I didn't have enough money to buy it
Then you'll need to enter in a credit card or another iTunes card or gift certificate. Check your Purchase History; that will show if the purchase went through. If so, downloads have probably been suspended until you pay off the amount you owe:

If you don't see the item listed there as being purchased, then most likely you will need to purchase the item again.
