I cannot get my iMessage to work cannot send or receive texts,
iPad (3rd gen) Wi-Fi + Cellular, iOS 7.1
You have to use your email address to sign up for iMessage - even if you have an iPad with cellular.

iMessage does not send or receive SMS messages.
SMS(texting) requires the voice channel of cellular service. iPads do not access the voice channel.
iMessage only works with other iOS devices or Macs.
What issue are you having?
