I just replaced an ipad mini digitizer. The home button works fine but the screen is completely unresponsive. I can get to the lockscreen but can't swipe or do anything. I tried doing the reboot by holding both buttons but same result. Please help.

Maybe the problem is a faulty digitizer.
Have you replaced your digitizer from an authenticated Apple store or have you dropped your iPad ?

I am fixing it for a friend. He bought it from iparts outlet on amazon. It says it comes with the replacement IC chip. And yes, his kid dropped it causing the digitizer to break, which is why I'm replacing it.
We can't help you, and now Apple won't either. If there was any warranty left on the device, it was voided the second you opened it up and replaced parts. Maybe you should take it to one of the 3rd party service places, which just about every city has. Just google iPad repair and your town.
I guess I should have mentioned before that this is my second time replacing it. The first time there was a faulty digitizer and the home button wouldn't work. But the touch screen DID work. Now its flipped, my second time around fixing it the home button works fine and the touchscreen is unresponsive. I thought it might have some damage from being dropped but the touch screen worked before. So I'm not sure if it's something I'm doing wrong or if its something i can fix. Thanks
