I am signed into my Apple ID and when I go to download an app it won't let me download the app!! Can someone please help me??

Like what happens when you try?
The icon appears on the home screen and starts to download then a little alert pops up and asks if I want to try again or cancel I hit try again it downloads a little bit more then stops again and the same little alert pops up on my screen. I have wi-fi. I have tried logging out then back in again too. That didn't work.
- Reset the iOS device. Nothing will be lost
Reset iOS device: Hold down the On/Off button and the Home button at the same time for at
least ten seconds, until the Apple logo appears.
- Power off and then back on your router
.- Reset network settings: Settings>General>Reset>Reset Network Settings
- Try when connected to another network
