Apps on the Quick Launch screen may or may not be using data. It depends on whether they have background processes or not. But closing those that DO use data does not guarantee they will not use data, because many apps can leave a background process running even if killed. This function is widely misunderstood. It shows apps that were running but have been suspended (meaning not running). When relaunched they will start quicker because they are already in memory, and you can switch apps more quickly by double-pressing the HOME button and just tapping the app you want next, without having to navigate the Home screen pages and folders.
You can control which apps are allowed to run in background in Settings, and which use cellular data also in Settings/Cellular.
