How do I get all of my Pictures and Short personal videos onto my PC from iphone using My Photo Stream?

Today decided to make use of the "My Photo Stream" option on iCloud Control Panel. However only 4 of the 450 pictures were downloaded in to my PC. How can I get all of the pictures and videos on my iphone 4s onto my PC using this option?

I tried transfereing the pictures and videos using the USB but Windows Explorer will no longer acknowledge my iphone connecting. Itunes does acknowledge my iphone connecting. How can I correct this too?
