To do what? The only thing you can do through bluetooth between iDevices is share the internet connection of one to the other, and only if both your cell plan, and carrier support the feature.
To get them to see each other you need to turn on Personal Hotspot.
Other than that there is nothing that can be done through bluetooth, and as such no way to pair them. (No file transfer through bluetooth)

To share the internet connection from your Phone to your iPad you need to turn on Personal Hotspot.

Your Cellular service Company/carrier needs to support this, and make it available on your Cellular service plan for the option to be there.
