On my IPhone 4s when I try to connect to my ICloud it says the maximum number of free accounts have been activated on this IPhone. What should I do?

That means you cannot create another iCloud account on that phone. All you can do is either re-use one of the accounts previously created or create a new account using a different iOS device or Mac, if you have one.
