15$ Itunes giftcard only gave me 11$?

Today I bought a 15$ itunes card and when I redeemed it on Itunes today it only put up my balance to $11.01. I already had 17 cents in my account which means it only really gave me $10.84. Why didn't I get the other $4.16?
