I am trying to download a free app. But the apple account, keeps asking for confirmation of billing info? But why is this??

I am trying to download a free app. But the apple account, keeps asking for confirmation of billing info? But when i enter my info off my card it keeps saying faild confirmation!!!! Why is this?? I have used the same card for a long time with this account
