On 2 different email accounts I got this notice today and am suspicious. Is this a phishing attempt?

Contact the Apple Account security team. Sometimes your AppleID will indeed be disabled for security reasons, if someone tried to use your account and entered a wrong password too often, or your credit card has a problem.
You need to give Apple Support a call - only they will be able to help you. See this webpage on how to contact Apple Support in your country: There are either telephone umbers given or an email form:

Explain, that you need help with an account security problem.
You can also try to email the iTunes Support using this form:https://ssl.apple.com/emea/support/itunes/contact.html
I got the same email with the same subject heading of 'AppleID Disabled for Security Reasons'. and to click the "visit my Apple ID website" to validate your account information. However when I hover over that link it comes up with a non-apple site so in this case it's definitely a phishing scam!
