Imessage not sending or receiving after activating ios 7.1

Can someone please tell me how to fix my imessages? After upgrading to the new ios7.1 my imessages immediately stopped sending. I have tried searching for every fix, but nothing works. I have also looked at their server and its says its up. HELP

Have tried the steps in the article below, as there are multiple troubleshooting options to resolve the issue. For one have you tried resetting Network Settings or have you tried just signing out and then signing back in.
