If the option to disable 3G is not available on your phone, that's because your carrier has decided to remove it. Probably because they are in the process of completely shutting down their EDGE network (AT&T's is scheduled to be almost completely gone by the end of 2014).
Contact your carrier.
This is how the iPhone works. If you don't want to use 3G because of poor coverage, turn it off in Settings > Cellular > Enable 3G

To make your iPhone to stop connecting to the 3G you only need to go to Settings>Cellular And shutdown the 3G/4G and the "Cellular Data".
The option to enable or disable 3G is NOT present on all phones. The ability to do so is at the discretion of the carrier.
Disabling cellular data is a different thing entirely. Disabling cellular data does not affect which voice network the phone connects to. Disabling 3G does.
