That is a general message that means the iPod is not able to start up properly. On an iPod that uses a hard drive for storage, the most likey cause is a faulty hard drive.

You can try doing a Reset (restart) of the iPod

If you get back to the same message, try putting the iPod into Disk Mode

If it goes into Disk Mode, run iTunes and connect the iPod. iTunes may prompt you to do a Restore, which you will need to do. The Restore will erase the iPod, reinstall its software, and set it to default setting. If the cause is data corruption on the iPod's storage, with no hardware problems, the Restore should fix it and give the iPod a "fresh start."

If the iPod does not go into Disk Mode, or if the Restore fails, the most likely cause is a hardware problem on the iPod (which is often the iPod's hard drive). Depending on the specific iPod model (its age), an Apple Store may or may not be able fix it. If you do an Internet search, there may be non-Apple repair shops in your area that can provide service.
