Brand new phone. "Other" storage already 2.8GB. Help.

I have just bought a brand new 5s... and I have started from scratch (no restore from previous iPhone). I've just installed photos... and I already have 2.8GB of "other" storage. What on earth is going on?!? I bought a 5s to solve my 4s' "other" problem!! Any ideas gratefully recieved.

iPhone 5s, iOS 7.1

I've seen loads of topics on it, and I understand you can't get it to zero, but for a new phone I was expecting c. 700mb. 2.4GB is huge. Apple really should look into better ways of people managing this storage as it's extremely frustraing. If it was understandable, and manageable that would be one thing, but this is obviously a strange fault. I've only installed photos: 13GB worth, and it has jumped to 2.4GB. Just plain wrong.
