Fail to Shut Down or Restart Macbook Pro

So I don't know if this has to do with Mavericks or just my Mac in general, but my mouse is constantly a spinning color wheel when on my homescreen. It won't let me open finer either, and when I do try to restart my computer it says finder is still running operations and to stop them before restarting. I have exited out of finder, tried quitting everything, but it still won't even shut down.

MacBook Pro with Retina display, OS X Mavericks (10.9.1)

This what I would start with: First a SMC and PRAM resets:

To shut it down put your finger on the power button, press and hold for 10 seconds. Then restart normally.

Oh wow, you know, I have had my mac for 6 months and I have never shut it down before because I had never thought to have held down the power button. Even if I did, then I would have never thought to start it down like I have been doing for the past 6 months in the first place, to reach the conclusion that it wasn't working. Your advice really helped and I would have never thought to shut it down normally. Wow, so insightful.
