iOS Updates

Hi there,

I am just wondering does anybody know if Apple typically embeds carrier updates into iOS updates? In other words, if you take an iOS update will it automatically update you to the latest carrier settings or do you still get to choose whether you also take the carrier setting updates? I want to update to iOS 7.1 on my iPhone 5, but, dont want the 4G update with Meteor here in Ireland (signal is rubbish and it stops letting you turn 3G off). Thanks in advance if anybody has any advice on this!
