Hi about 3 months ago my daughter called me. And said mom some man answered your phone and then other prople called and said they called me and a man answered. We'd my phone was off my friend called it for me. Mind you it was off and some man answered my phone. How can this happen? I have had tho # for 15 years
Contact your cellular carrier. Either your number was mistakenly re-issued, or there is a 'forward if unavailable' condition set on your line.
Likely a carrier issue. Call you carrier and discuss this with them.

Only your carrier can answer that question. This has nothing to do with your iPhone. It's a call routing issue on the carrier network.
When you call them back, ask to speak with a manager. Explain to the manager that this is a call back on a problem that was supposedly fix but you are still suffering from it.
