This morning, I want to buy purchases in a app, name "神魔之塔".
However, the system tell me "Your Purchase Could Not Be Completed."
I had been buy purchases lest night, but I can buy now.

This is a user-to-user forum - you are not talking to Apple here.
Sometimes when you get this message it is just because the connection to your credit card for verification timed out. Try it again, and see if it works. Otherwise you need to contact the iTunes support people for your country.
