Why is 50gig max storage when Apple sells 64gig iOS devices?

Is it just me, or does it not make sense that Apple sells 64gig iOS devices, but only allows the purchase of 50gig max iCloud to back up those devices. My wife keeps her iPhone around 60gig full all the time with pics/videos/etc and yet we can't backup even with max storage. We basically have to delete 20% of content on the phone before it can be backed up in the cloud.
