Someone sent me an electronic gift card, but its not showing up on my iTunes account.

It won't until you redeem the gift - you've received the email on the email address that the sender sent it to, and redeemed the gift onto your account ?
The recipient never received the email! Even after resenting the gift card several times.
You've checked the spam folder on your account as well as the inbox, and you don't have any filters/rules on your email account that might be deleting the email ?
The sender could try contacting iTunes Support and see if they can help with why it's not being received : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Purchases, Billing & Redemption
