How to log in to I Cloud?

I Cloud is turned on to all my devices. Why is it so hard to simply log in to I Cloud from a PC, I pad or I phone 5S?

What problem are you having?

If you're trying to sign in on icloud.com, you have to do that from a computer, not an iPad or iPhone.
