why is so expensive to rent anything on apple tv now?

are there different prices or packages? is HD renting more expensive than standard?

Prices are determined by the content owners.
HD is almost always more expensive than SD.
Apple TV has the same pricing as the iTunes store, the prices haven't changed. Yes, it will cost more to rent HD.
....as above plus some older titles are cheaper to rent.
