Is this an OEM charger?

I bought a charger for my iphone 5 on ebay. The seller claims it is an OEM apple charger. On his auction he has a picture of an oem charger with a green dot and a serial #. The charger he sent me doesn't have the green dot nor the serial #. As a matter of fact the whole label is different period.


Here is a picture of my original charger and the one I purchased on ebay side by side.

So what's the deal here? Is it a counterfeit?

This one came in with a new iPhone 6S Plus from Verizon USA (no green dot)

The serial number is on the back inside the USB port

That's what I thought. The thing is he has a picture of the oem apple charger on his ebay auction, but ships a fake. I wonder how many people are risking their phones using his fake chargers. He sold over 700 of them.
