Someone stole my iPhone 4 at school. My iPhone has iOS 7.1 and it is locked.
I used the Lock Mode of "Find My iPhone" and the phone is offline.
I wanted to know does the person who stole my iPhone can reset my iphone?

They can force it into recovery mode and restore it, but they will not be able to activate it without your Apple ID and password so long as you don't remove the device from Find my iPhone.
