You can use iTunes gift to another user.

Click here and ask the iTunes Store staff to put it back onto the card; they'll only do this if none of the balance has been spent.

Yes.

sending gift card we shuld choose the payment information,but my payment is none

You cannot send an iTunes gift to someone else using a giftcard balance on your iTUnes account.

You need to add a credit card to your iTunes account if you want to other AppleID.
