After updating my iPhone 4s to iOS 7.1, SIRI is no longer working. Siri worked perfectly prior to software update and the phone is in mint condition.

You've checked in settings to make sure Siri is turned on? If you have an Siri is on, reboot your iPad: Press and hold BOTH the power and home buttons at the SAME time until the Apple Logo appears, then let go of both buttons and your iPad will restart.

I just found it. Siri was turned off during the upgrade to 7.1
Open Settings --> General --> Siri
Turn Siri on.
That should fix it.
