If you have an Siri is on, reboot your iPad: Press and hold BOTH the power and home buttons at the SAME time until the Apple Logo appears, then let go of both buttons and your iPad will restart.

Apr 16, 2014 1:23 PM in response to CBUSPS59by ruggednwguy,I just found it. Siri was turned off during the upgrade to 7.1
Open Settings --> General --> Siri
Turn Siri on.
That should fix it.
