My Ipod nano 7th gen will npt get past the start screen with the apple logo in the middle of the screen. The screen flashes between this screen and the black screen but will not get past this screen. I have had the ipod for about 15 months.

I have the same problem. The iPod completely fails to respond to attempts to reset it, and is not recognized in iTunes.
I've tried this. Doesn't help.
If the Reset does not help, and it goes back to the same condition, what happens when you connect it to your computer using the docking cable, and run iTunes? Is the iPod recognized by iTunes, and appear in the sidebar (or on the device button)?
