my iCloud account does not show the photostream

I thought I lost my photos from my phone during an upgrade then the phone went into recovery mode. I am now seeing that my photos are actually on the iPad in the photostream but cannot see them on my phone nor on my MAC. Is there some way to see them on my Macbook so that I can download them into iphoto and for future safekeeping?
