I planning to buy 5S and want have a possibility use 2G internet on it the most of time (because 3G and LTE are often extremally poor in my town). How can I leave 2G-3G (NOT 3G-LTE) switch after iOs 7.1 update?!..

The option is controlled by your carrier. Talk to them about it. If 3G and LTE coverage is poor in your area with your carrier, then switch to one that provides decent coverage.
Many carriers are disabling the switch because they are in the process of shutting down their 2G (EDGE) networks entirely.
