Why does "system services" use cellular data?

Question

Why does "system services" use cellular data?

When I look at the amount of cellular data I've used today, I notice that most of it is due to "system services". For what does "system services" need to use cellular data?

iPhone 5s, iOS 7.1

If you tap on the words "System Services" on that screen it gives you details of which services and how much they have used. Some of the names used in that section may help answer your question (and some are a bit obscure at least to me as to what they are used for).

i m facing same issue since last one month. Out of total consumption of 315 MB:-

System Service consumed :- 299 MB

and in 299 MB, 289 MB consumed in Documents & Sync..

I m fed up 😠, can some one help in this.
