QuickTime Player can play MPEG-1 files without any issues (broken timecode as the exception).
To play MPEG-2 formats you'll need the MPEG-2 Playback Component ($20) from Apple or another player. Try VLC (free).
MPEG Streamclip (also free) can fix timecode issues and can also do basic editing and file conversions.
I don't know how they do it in Alberta but, if it were a file on my Mac, I'd delete it and empty the Trash.
It's probably a poorly created file not worth viewing anyway.
Download the "educational film" from Usenet, that has girls with missing clothes, oops I mean MPEG file. Download VLC, Xine or Nice Player, free, free, and free in that order. Use one of them to play back.
