What if I lost my original SIM card when I try to unlock my phone?

What if my friend lost the sim before the initial set up so the phone is just like asking"a sim card is requird" and due to the sims time of being misplaced forgot the sim card (cellular carrier brand) so I need to know exactly how and what to do in these instances as the probability of this scenario is less than 1 but it's not zero so help?
