Does iTunes 11.1.5 (5) "show purchases available for download" ever work?

I keep mistakenly expecting to find the TV episodes I've bought but haven't downloaded when I select this menu item, but I am always—and always incorrectly—told I've already downloaded everything I've purchased. If anybody can point me to a short, clear guide to iTunes (not a video tutorial) I'll be grateful. I'd also get a kick out of hearing of an app with a worse-organized user interface, if there is one.

MacBook Pro, Mac OS X (10.6.8)

If the "Check for Available Downloads" command doesn't show items you haven't yet downloaded, go to the iTunes Store, log into your account, and click the Purchases link under the Quick Links. From there you should be able to download some or all of your purchased content.
