"find my iphone" on de-registered device

I restored my iPhone to factory settings and de-registered it from my apple account, is it possible that "find my iphone" is still active?

What exactly did you do to "de-register" it?

I suspect the answer is no.

I removed it from my iCloud account and my Apple support account (in addition to toggling the feature off prior to restoring it).

I turned it into the Verizon recylcing program and they are trying to tell me that I didn't de-activate the feature.
