Check that DNS is set to automatic.
Connect Apple TV via ethernet to rule out wifi issues.
Signal test on the device isn't an accurate picture of your network
You can go to istumbler (Mac) or netstumbler (PC) to get a report of the network, see what it says there for signal strength and noise.
