If it says that it's in English then try deleting it from the bookshelf in the iBooks app and redownload it via the Purchased tab in the ibookstore in the app.
If it redownloads in the wrong language then try the 'report a problem' link to contact iTunes Support : http://reportaproblem.apple.com
If the 'report a problem' link doesn't work then you can try contacting iTunes Support via this page : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Purchases, Billing & Redemption
If the book's description page says that it's in the language that it's downloaded in then purchases are considered final, but you can try the above 'report a problem' link or Contact site to contact iTunes Support and see if they will refund or credit you
