I've had exactly the same problem.

I just bought a MacBook Pro Retina 15" Late 2013

    OSX Mavericks 10.9.2

(This is my first time with Mac OS.)

When I click to download the App, "We could not complete your purchase. Unknown error " message box immediately pop-up.

I've tried many tricks posted in many articles. But they didn't help!!!

Finally, I accidentally found that it's the wifi-network problem. When I changed the connection from my home wifi-network to the Personel hotspot (3G) from my iPhone, the problem disappeared!!! Don't know why, though. But I guess, it might relate to the router setting.

Tomorrow, I'll test with the wifi-network at my company.

OK, I've tested with the wifi-network at my workplace. Everthing's gone smoothly. I can purchase a (free) App in the App Store without any problem. No "We could not complete your purchase" pop-up anymore!!!

I'll find the reason why I can't purchase an App with via my wifi-router at home.

Actually, I faced that problem once yesterday after I deleted all subfolders under "/Var/Folders". After restarting, I can't access to the MacDesktop. It got stuck at the grey screen continue showing error message. Thus, I have to do recovery boot (command-r) and reinstall OSX.

Come back to the "We could not complete your purchase" problem. Now I found the solution to solve this Thread!!!!

As I guess, the problem is router setting at my home network. The problem disappeared when I changed the DNS server from the default setting (192.168.1.1) to the open DNS from google (8.8.8.8 and 8.8.4.4). I guess, there might be something weird with my ISP (in Thailand).

Now I can purchase any App from the App Store.

I hope this will help you and others.

    Cheers!

Additionally, to change the DNS server,

    1) Click the wifi icon on the upper right

    2) Click Open Network Preferences...

    3) Click Advanced

    4) Click DNS

    5) Click + and type 8.8.8.8

    6) Click + and type 8.8.4.4

    7) Click+ and add other DNSs if you need including your default one!

    8) Make sure that 8.8.8.8 is at the first rank.
