Storage Capacity Problem.

My iPad shows used space as 9.4 GB when it actually is 5.5GB if i sum up all the applications, Music, Photos and videos. So can you people please help me in solving this issue.

What about the space taken up by iOS, the operating system? The latest 7.1 is not exactly a famelic skinny little thing...

The user available memory is 13GB approximately, so the remaining 3GB may be dedicated to OS. Still the missing 4GBs is haunting my mind. Help!
