iCloud cannot sign in when activating my phone to restore pictures and contacts.

I received a new Iphone 5 in the mail because mine had just stopped working completely. I backed up my phone last March 10th and this was confirmed by a Apple Support team member. He told me to resent my phone completely and try again. I reset it like he said but when it comes to the part to sign into icloud to restore my phone it says it cannot connect to the servers. Please help!!!
