When you get that message you will not be able to create a new account on that device. Your only options are to either re-use one of the accounts previously created or create a new account on a different iOS device or Mac, if you have one.
So does that mean if I get another iphone I'll have to start all over again? Because the only way to back my data is trough iCloud, witch i can't access to:( Ps... Thks
If you create an account on another device, you can then sign in with ID on your current phone and back it up to the account. The issue you're likely to run into though is if you get a new iPhone and have your service transferred to the new phone, your current phone will no longer have servce so it can back up to iCloud.
