If you create an account on another device, you can then sign in with ID on your current phone and back it up to the account. The issue you're likely to run into though is if you get a new iPhone and have your service transferred to the new phone, your current phone will no longer have servce so it can back up to iCloud.

If that's the case, your likely options would be to:

  1. Get a friend to allow you to create your account on their device. They would need to back up their device and sync their data to iCloud, the delete the existing account from their device, choose Delete from My iDevice when prompted (their data will still be in their iCloud account), then go to Settings>iCloud and sign in with your ID to create your account, then delete your new account from their device and sign back into their own account);
  2. Purchase a different device and set up the account on that so you still have service on your current phone; or
  3. Back up your device to a computer using iTunes.
