I think you are right with server app. But if you install RoundCube :
https://topicdesk.com/downloads/tools/roundcube-for-os-x-server/
which is an open source product which used to be bundled with macosX server ( TopicDesk offer a free installer which works perfectly )
then you can add a filter (called sieve ) which will send a copy of the email and keep it if you want.

Mar 23, 2016 5:50 AM in response to hc999by John Lockwood,It's probably not going to help you but a lot of Mac sites use Kerio Connect rather than Apple's own mail server. Kerio Connect does as standard have the option of turning on forwarding of a users email and choosing whether you want a copy to also be delivered to the original users inbox as well. We use this all the time e.g. when people are on holiday.
Yes there are various on-leave options as well.
