Turn off
Settings - General - Siri - toggle off.

I don't think it is Siri... this makes me double tap to do anything on the screen...
That is VoiceOver.
Turn it off: Settings > Accessibility > VoiceOver = "Off"
Triple-click the Home button to turn off VoiceOver.
