That is the whole purpose of match. As long as you uploaded your library from computer, you can delete any tracks you want on ipad and download any one you want back, as long as you have Internet connection.

However, what if I need to create space on my computer? I'm assuming that if I delete songs on my computer then iTunes match will also remove them from the cloud, correct?

No, you can delete the files from itunes on the computer as well and still keep them in Match. But it isn't a good idea since it provides no back up in the event of a systemic or user issue that could result in them being deleted from Match. At a minimum, you need to back up those files before deleting them, but if you are in need of space on the computer hard drive, it might be time for a hard drive replacement or an external drive. An itunes library can be manged from an external drive.
