If you don't have the ability to reset the AppleID password and are looking for a way to bypass the Activation Lock, visit the local Apple Store.

Other than via Apple or via whoever that enabled the activation lock, there is no way to do what you are asking.
This situation and this design is quite intentional, too. Far too many of these devices were being stolen. A visit to the Apple store can check the serial numbers and purchase data and related, and that documentation can then allow the Apple folks to release the lock.
If discussing this matter directly with the seller or with Apple representatives is not feasible, then this device is unfortunately now little more than an expensive "brick".
