Any external BT keybaord or mouse that can be turned off and break a cycle in that interface? Any external USB device or external monitor that can break a locked-loop on those dvices?

Holding the power button for 10 seconds (maybe more) should hard-stop all (even background) processes. Can leave the system unbottable if stopped at wrong point, so is a last resort.

try forcing to turn your mac off (hold power for 10 secs), and then turning it on. if does not help, log into recovery hd (cmd+r before bootscreen) and try to repair Macontosh HD with Disk Utility there. Hope this helps
