Can you delete songs you have purchased but not downloaded, from iTunes on your ipad/ iPhone?

I got an iPad mini and iPhone around the same time. All of a sudden songs from years ago( iPod) stared syncing and downloading and then songs I purchased but didn't download ... I want to per mantle delete. Between that and the picture apps and streaming it seems I can't delete only certain things without losing all nor can I edit iTunes to get rid of much unwanted music.

HELP!!!
