Why is there not a Canadian flag emoji?

Apple conforms to the standard emoji set which is under the control of the Unicode Consortium, so you would have to ask the UC why they have not included a Canadian flag in the set. Apple is reportedly working with the UC to add additional charcters for additional diversity, so perhaps additional flags will be added at that time, though that's up the UC.

Just to set expectations appropriately, a user can comment to Apple via the feedback page, but "ask" really isn't an appropriate term since Apple will not reply to such comments.

The current emoji keyboard was developed in Japan. You actually have to ask them why there is no Canada flag.

Actually the UC already encoded everything. It is just a matter of creating a custom font which translates the appropriate sequence of regional indicator symbols into the appropriate flag glyph.

I can't find a Canadian flag defined anywhere in any of the lists of emojis, and many people across the web have complained about the lack. So it would seem that someone needs to create and standardize that flag glyph and symbol sequence, and that someone appears to be the Unicode Consortium. The exact mechanism for such creation and adoption I don't know, but the point is that it's not just up to Apple.

Already done. The correct symbol sequence is defined by iso 3166 as CA, encoded by unicode as (1f1e8 1f1e6), and the flag glyph is obviously available. Anyone can make a font that displays that glyph when those two characters appear in a text and distribute it for common use. Unicode is no longer involved. Apple could do it, but they may not want to be involved.

Considering the limited number of flags available in the Emoji keyboard, doesn't look to be a high priority.

That reflects the content of fonts currently in general use, which in turn reflects choices made in the past by Japanese mobile phone companies, presumably based on their guesses regarding which emoji flags their customers would most like to be able to use.

There already is one for Canada.

Under the Bell symbol, page 9 of 11, first two icons in row 2.

I don't see it. Teh only flags I see are under the car symbol, last page.

Doesn't help that the layout of the emojis changes drastically depending on the device orientation.
